  • Discussion of overall Task Team process status
Concerns about splintering of interest groups
Concerns about volume of good work relative to Task Team bandwidth
Carla mentioned setback issue not being addressed. Should be provide support for that?
Too many neighborhoods working on internal issues, with not enough upscaling for applicability to community-wide issues.
  • The Task Team discussion about our Natural Resources Protection proposal
Jan will discuss proposed code changes with staff for clarification of language
Kate will relay our request for staff modeling of code impacts on a sample north Eugene subdivision (Nottingham Place?)
  • What we do with CC&Rs now, as the Task Team didn't get around to discussing this
We're still ready to move ahead with our proposal. Present motion for approval at next Task Team meeting
Prepare some examples of how current situation leads to breakdowns
  • The Tree Preservation issue, and possible Eugene Tree Foundation input
Marilyn made contact, but no substantive response yet. Kate will put a log on the fire.
  • Report on the Outreach session at the Library (Thursday, 2009.0212), Jerry and other attendees
Generally a good session. Not much substantive discussion, though. Seemed to be a high proportion of builders attending. Discussion of "affordable housing", concluding at some length that it only happens with subsidies, not by pure market forces.
  • Identify a volunteer to represent Sub/Edge at the Outreach meeting at South Eugene (Thurs., February 26)

  • Discuss and organize an agenda for our February 27 committee meeting with Brook Muller.
Invite other interested parties
Document the presentation. Jerry will follow up with Terri. Let's plan to collect PowerPoint, and Kevin will take live outline notes with projector. Send around a (condensed?) synopsis to invitees and in follow-ups.
Citizen-science mapping and related approaches are likely to be necessary to accomplish mapping stage of natural resources plan.
Request access to City and LCOG GIS data in order to develop preliminary scoping map of natural resources (Jerry to start)
Consider possibility of assistance from new County Commission in data access.
  • Ideas for possible guidance of the Steering Committee for setting up future processes for Task Team vetting of committee issues.
Rotate the order in which committees present during Task Team meetings.
Try to reform process so that all proposals have equal chance to "get on the train". Proposal items may not even make sense as standalones. It is important for proposal items that are related to be presented together. The merit of items is not necessarily proportional to their simplicity. (Marilyn will ask some questions)
  • Discussion of how we should organize and continue refinement of our remaining issues
Clearly define the Planning Commission "Next Step" for each of our proposals.
  • Refinement of cluster subdivision with density limit for small subdivisions
Need to continue clarifying. Encourage clustering where appropriate. How to define where appropriate? Appropriate where clustering allows for protection on on-site natural resources areas. Has to be real clustering.
